The management of the area where the Leganés Tecnológico Urban Development Consortium is developed is in line with the determinations established by the current urban planning legislation of the General Plan for Urban Planning of Leganés, approved by the CM’s Governing Council in July 1999, and the Plan Of Sectorization “Autovía de Toledo Norte” approved by the Governing Council of the CM in June 2013.
Such Sector Plan establishes a plan of stages in which three sectors, called Sector 1 / West, Sector 2 / Center and Sector 3 / East, are established for its development. The urban project is structured around a structuring road that will allow easy communication between all areas or sectors and access to the motorways that define it. The design of its road, infrastructures and green areas with enough breadth, guarantee the quality of the environment, destined to become an area of high environmental quality.
The total investment will be of the order of 350 million euros, estimating the total investment induced in about 1.2 billion euros.
Dimensional characteristics of the Sectors:
Sector 1 – West
The urbanization works of Sector 1 / West, the first stage of PAU-2 Toledo Northern Highway of the PGOU of Leganés, began in April 2004 and ended in 2007, which enabled an area of 507,374 m² Ground, which has been awarded through competitions of public attendance. Plots are allocated to fifty-one (51) companies: four (4) companies in commercial tertiary use area; Seventeen (17) in an area of scientific enterprise use and thirty (30) companies in an area of industrial technological use.
Also located is the Science Park of the University Carlos III that houses an incubator with more than twenty three (23) companies.

Sector 2 – Center
The adaptation of the development of this Sector to the Sectorization Plan, has required the approval of a new Partial Plan that was approved by the Plenary of the City of Leganés dated January 29, 2015.
It is estimated that urbanization works will start at the beginning of the year 2019.

The development of this third phase will be carried out once the urbanization and the commercialization of Phase 2 are consolidated.
